MassEquality sent me its 2012 candidate questionnaire on June 11, 2012.

The text that is in blocks is the text of the questionnaire.

My answers and comments are outside of the blocks in italics.

2. What is your past or current involvement within the community you live? (example: clubs, campaigns you worked on, elected offices held, or boards/committees you serve on)

I serve as a volunteer on the Lenox Environment Committee and as an appointee to the board of the Berkshire Regional Transit Authority.  I have chaired the town of Lenox's Economic Development Steering Committee.  I volunteered for Dennis Kucinich's and Cynthia McKinney's respective 2008 presidential campaigns, heading a local office for the former..  I have also served on the boards of the Storefront Artist Association in Pittsfield MA and the Williamsburg Gallery Association in Brooklyn NY.

3. What is your past or current involvement with LGBT specific clubs/organizations? (This could include PFLAG, GSEN, BAGLY, etc.)

My husband and I have been financial supporters of Berkshire Stonewall Community Coalition, MassEquality, GLAD, Iranian Queer Railroad, Lambda Legal, SAGE  and The NYC LGBT Center.


4. Why are you running for office?

I have confidence in my ability to do the job. I am a thoughtful, caring, hard-working candidate who believes that representative government is accountable for the infrastructure that allows responsible individuals, communities, and businesses to thrive.  (More)

Platform Questions:

5. What actions have you taken or efforts have you made that illustrate your commitment to working for progressive causes?

These are numerous:  letters to the editor, public policy petitions (2 this year:  Citizens United petition and Budget For All petition), public testimony, my blog, political campaigns that I have worked on, the political party with which I affiliate, my own campaign.

6. What actions have you taken to protect or advocate for LGBT rights?

I publicly affiliate with a political party for which 'respect for diversity' is a key value and which endorses full equality and rights for the LGBT community.

I wrote a letter
to the South China Morning Post while visiting Hong Kong in 2006. There had been a slew of hate mail written by readers who were opposed to a the airing of a documentary on same sex marriage.  I suggested that bigotry and hatred cause more harm to society than expressions of love.

I marched with MassEquality on June 14, 2007 at the State House.

My husband and I were interviewed about the tax effects of DOMA. We made our 2010 tax returns available to the Berkshire Eagle for a front page story that appeared on April 10, 2011.

7. Would you support legislation to protect transgender people from discrimination in areas of public accommodation?

YES

8. If so, how will you show leadership to pass this legislation?


I will speak publicly and loudly on the ongoing fight for equality and respect for diversity.

9. Do you support strengthening the state's bullying law by requiring school bullying plans to include enumerated categories of students who are most vulnerable to bulying, including those students who are LGBT, perceived to be LGBT, or part of LGBT families?

YES

10. If so, how will you show leadership to pass An Act Relative to Bullying in Schools?

My husband and I were both bullied in childhood.  I will speak loudly to the harmful and damaging effects of bullying, and also to the lessons that bullies learn when their bullying goes unpunished.

11. How will you work to ensure critical programs that serve the LGBT community including LGBT elders and caregivers, LGBT victims of domestic violence and members of our community with HIV/AIDS are fully funded within the state's budget?

Budgets that are funded by fair taxes are a cornerstone of my campaign.  Passing legislation means nothing if the funding to support the legislation isn't provided.  I will champion full funding for social services that voters desire and that reflects our values.

12. Do you support equal civil rights, including marriage, for same sex couples and oppose any Constitutional amendment to limit those rights?

YES

13. Is there anything in your record that is inconsistent with your positions stated above?

NO

14. What is the make-up of voters in your district?

The population of the 4th Berkshire District has an income well below the state average, so it has been disproportionately affected by regressive tax policies.  Most voters and communities in the district struggle with health care costs and poor access to education and training opportunities.

15. What is your plan to win? How many votes do you need to win?

We need 12,000 votes to win, which will be earned by making direct voter contact.

16. What is your campaign budget?

We are on track to quadruple the amount of financial support we received in 2010, which will exponentially increase the reach of our campaign. Our financial reports are available online.

17. What endorsements have you received to date?

I received an endorsement from the Berkshire Record in 2010.

I have been endorsed by the State Committee of the Green-Rainbow Party.

18. Do you have paid campaign staff currently working on your campaign, and if not, what staff structure do you plan to have in the final months of the campaign?

Yes. Kalin Jordan, a graduate of Suffolk University, is our campaign manager.

19. If you are unopposed, are you interested in an endorsement from MassEquality?

I am not unopposed, Yes, I am interested in an endorsement from MassEquality.

20. If you are unopposed for reelection this year, are you willing to help elect other pro-equality legislators across the state?

I am not unopposed.

I believe you should have answered YES.  Specifically with your position on raising taxes.

On your campaign site you said . . .

I will propose making the Massachusetts income tax more fair by increasing the personal exemption of base income by over 700% - from $4600 to $36000, while increasing the tax rate on income above that [$36,000] from 5.3% to 8.3%. This will result in a lower tax bill for those making less than ~$90,000 per year and will result in ~$1.5 more revenue to the public treasury.

On one hand you want to raise everyone's tax rate on income (over $36,000) from 5.3% to an astronomical 8.3% but when you filed your joint return with your spouse you opted to pay the lower State Income Tax rate of 5.3% instead of the 5.85% optional rate on the $130,000 of Income you made in 2011.

Would you call that inconsistent?

The quote made from my web site brought my attention to a typo.  The Budget and Tax page made reference to a proposed $36,000 personal exemption of income from state income tax (currently the exxemption is $4400), which RRRR accurately quoted.  It should have read $46,000.  The page has just now been corrected to reflect this.

Well I guess that's as close as I'm gonna get to a "thank you" from Scott Laugenour.

However, my my point stands, his actions aren't consistent with his policy.  He's going to raise taxes on people making over $90K.  But in 2011 Scott filed $130K worth of income and picked the 5.3% tax rate instead of the progressive 5.85% tax rate. THAT is what question #13 was getting at.

Scott - Yes

Personally I think the bully law is a bunch of BS.  Everyone is bullied in life ... that's just life.  And bullying is bullying no matter who gets it.  To choose one group over another group to get special protection ... misses the point completely.  Teachers need to focus on the bullying and to stop it.  Not create bullying plans with a top ten group of kids to bodyguard.  If I were in charge ... The teachers would be making lists of known bullys and focus on stoping them from bullying any of the kids.

But MassEquality is on a mission, so of course they want "enumerated categories of students who are most vulnerable to bulying."  So let's list them out.  I'll make a list.  It would be cool if Scott made one and hopefuly Horan will stop by and leave a list too.

#1 is definitely the fat kids.  Unlike any other class of people the fat kids get bullied the worst.

#2 - gay and transgender kids come in at a close 2nd.  I'd even include kids that sound gay too ... so I guess kids with lisps.  

#3 - special needs kids ... another class definitely worth mentioning.  

#4 - And these guys are making a come back ... ginger kids.  These are kids with red hair.

#5 - Any race you can think of EXCEPT for white

So my list could be summarized like this ... 'keep an eye out for every little kid in the school because there bullys out there'

Not sure what I think about this. I actually had to do some reading.

I do know you can't legislate behavior like this out of existence, but have to admit to a certain sympathy for kids being attacked for those conditions over which they have no control.

That said, I was in fact a pretty classic victim. Things got bad enough that I missed a good chunk of 8th grade (feigning illness; I developed my talent for deception early on). But there was a silver lining--going into high school, I said "never again," and for a few decades was ready to get into a fistfight at even the slightest appearance of a slight. Hell, still am. The fact that I'm no Marciano notwithstanding. And I think the whole thing resulted in a lifelong chip on my shoulder--ANY sense whatsoever that those with any kind of power are in any way abusing those without it sends me off. That's probably one of the foundation stones of my politics. And it's also the key reason I quit the Greens--immediately upon my resignation and a new chair taking over the GRP, he told me to shut up and toe the line. I no longer take shit from clowns. Nor do I rest until I feel as though they've got theirs.    

I have philosophical problems with some of the approaches we take. I can tell you that I am adamantly opposed to criminalizing ANY type so-called "hate speech" when it comes to adults. But I can't read a book or watch any movie that deals even tangentially with kids being abused, ignored, or suffering, and any law or guideline that protects them I'd favor. I don't see the harm in the enumeration element--the rate of suicide among young gay people is appalling, and what's worse is that it represents only the tip of the iceberg--for every gay kid who offs himself, there are hundreds who are secretly miserable. If we can do anything to remedy that, I'd have to favor it.

I'd also strongly encourage offering subsidized self-defense programs to kids who are victims. No one feels empowered by laws designed to protect them--that only enforces victim-mentality. A kid who feels like he can kick some ass when he's "bullied" is a confident kid--and an inspiration to others.  

An additional note. My son was a high school wrestler. Meaning that I spengt a lot of hours wandering a lot of hallways in local high schools. One thing that really impressed me was seeing, in nearly all of them,hand-made posters promoting the "gay-straight student alliances." Actually got me choked up. You can legislate all you want, and you can have teachers and admins  lecture all you want, but as with everything else, it's up to a culture to change itself--it doesn't happen top-down. The kids themselves have to change it. And I believe they are.

But until that sea-change occurs, what harm can it do to extend an additional layer of protection to those who are, demonstrably, at greater risk?

Once you're 18, you're on your own.

Here is my beef. I believe MassEquality has an agenda, and question #9 is an opportunity to push their agenda. We all agree that bullying is wrong. We know it's usually the strong bullying the weak. And I think we can all agree that no matter how much you or I (or MassEquality) thinks we know about bullying in the school system, we basically know NOTHING compared to the teachers that see the shit every day. Teachers have a job to do, and this shit with MassEquality is just 1 of many things that act as a distraction to our teachers. To be fair, people on my side do the same thing, like demand that teachers teach abstinence only in sex ed class. At the end of the day I don't believe teachers in MA need any lists from MassEquality. If they want the list then I'd do it BUT ONLY AT THE REQUEST OF THE TEACHERS. Not MassEquality, no matter how much money they would contribute to my campaign.

So here is the hard part ... coming up with a better plan than MassEquality instead of just ripping their idea apart with snark. So here goes.

If I were state rep in the 4th Berk. I'd sit with any teachers that would be willing to sit with a Republican lawmaker. I'd say I want to back you up! I know that when you report on a bully you end up with a pissed off parent threatening to get you fired. And I know that when it's one person's word against another's ... it goes nowhere, except for maybe a pissed off parent trying to get you fired. I want to arm teachers with surveillance equipment in every classroom, hallway, and outdoor property in every school in this district before my term is up. If a student pushes a child up against a locker, you can now call the police and report an A and B. If a bully consistently calls a child a fag ... you can call their parents and show them exactly what they said. Remind them that their child is technically hazing the other child and you cannot pretend this "crime" didn't happen. We can make you safer from assaults and BS claims of teacher misconduct. There are a lot of things we can do with this tool that will help you.

So here's how I get the money assuming teachers want the cameras in their classroom ... As State Rep I'd make it known to all the other state reps that this was my favorite issue and that I'm pushing for it from day 1. If we are talking about crime prevention on the floor ... I'll push for surveillance in public schools. Child abductors, child rapists, and general perverts walking the streets ... I'll push for surveillance on school property. Drug dealing in the local high school ... surveillance.

I'd tell every teacher if they like the idea to talk to their union rep and ask them to support this as a safety in the work place issue. They can use it to curb violence, theft, and bullying. They can even use some of the tapes as teaching aids to help younger, up and coming teachers.

I would harness the energy of every parental group that pops up after the next child abduction or Phoebe Prince catastrophe. Demand a safer life for our kids. "We F-ed Up! Somewhere along the way we F-ed Up" Will be the beginning of my speech. I'd remind them that crime is worse today than ever before. Drugs are in our schools, perverts are all over the news, and suicide among bullied kids is now common. I want to make a "safe zone" for every child in every school in the 4th. Will you help me?

I would meet with people like Cambridge Sound Works or Bose or any MA electronics corp who could help us out and get us the hardware at cost or less. Remind them that they will be helping a great cause and advertising to millions of kids in MA as they stare up at this equipment all day long in class. Remind them that you're off to tell 600 parents in MA that even though this shit it really expensive ... XYZ Corp out of Newton just hooked us up because their owner was bullied when he went to Lynnfield High in the 80's ... This kind of advertising is 10x better than advertising a product and a price tag.  

So to recap ... I think if there is a problem, we need to identify the problem first, then find a solution. In this case, teachers not knowing which kids are bullied is not the problem.   My guess is, the real problem is we don't back these teachers up.  So I say we back them up by providing them with the tools they need to maintain a safe learning environment for all the kids.  Call bullying what it really is ... assault, assult and battery, hazing, stalking, all that shit.  Show these bullies that there are real life consequences for their actions and that police will be called.  Stop treating bullied kids as victims by labeling them fat, gay or whatever else.  Instead let them know there is an eye in sky watching everything that goes on in the hall ways and a building full of teachers that will stand up for them ... even in court.  We need to tackle this problem head on not write up lists.
